MIAMI (RTWNews) — A 16-year-old boy has been charged with murder and aggravated sexual abuse in Florida concerning the death of his 18-year-old stepsister on a Carnival Cruise ship, according to the U.S. Justice Department. The teenager, identified as T.H., was initially charged as a juvenile but has now been moved to adult court following a decision by U.S. District Judge Beth Bloom at the behest of prosecutors, with no objection from his defense team.

Anna Kepner, the victim, was traveling with her family on the Carnival Horizon ship in November when her body was found hidden under a bed in their shared room shortly before the vessel's return to Florida. The cause of her death was determined to be mechanical asphyxia, a condition where a physical force obstructs the ability to breathe.

Kepner, a high school cheerleader from Titusville, Florida, prompted her family to ask attendees at her memorial service to wear bright colors instead of traditional black, celebrating her vibrant personality.

Prosecutions involving teenagers in federal court are quite rare, and the specifics of T.H.'s case remained largely private due to his age until recently. When he appeared in court on February 6, he wore a hoodie and ball cap, making it difficult for observers to identify him.

A judge mandated that T.H. wear an electronic monitoring device while staying with his uncle, although he was later permitted to work temporarily with his father at a landscaping company. Experts speculate that the case was brought to federal court rather than state court because Anna's death occurred in international waters, highlighting the complexities of legal jurisdiction in such cases.
